1. Tissue Paper (the more layers of tissue paper you use, the tighter your pom pom will look.)

Take about 5 sheets of tissue paper and lay them on top of each other. Fold them together in a back and forth motion. It should look like a fan or accordion when you are finished.
Tie your pipe cleaner to the center of your folded tissue paper. This will be used to hang your pom pom when it is finished.
